Strengthening human trafficking prosecutions globally

Established in 2021, the Global Consortium on Prosecuting Human Trafficking is a practitioner-guided, trauma-informed, and trust-based membership forum. It was co-created by Justice & Care and the McCain Institute in response to a shared recognition that current international prosecutorial responses are often fragmented, institutionally siloed, and insufficiently connected to practitioner experience and operational realities.

The Consortium brings together senior prosecutors and practitioners working at the frontline of trafficking cases across multiple jurisdictions. It seeks to strengthen prosecutorial capacity, collaboration, institutional learning, and cross-border exchange to bolster more effective, trauma-informed investigations and prosecutions of trafficking crimes. The model combines trusted internal engagement with strategic external partnerships.

The Consortium is built around four core principles:

  • Practitioner-led: grounded in operational experience and practitioner expertise.
  • Trauma-informed: recognising trauma-informed practice as both an operational and institutional framework.
  • Trust-based: creating protected spaces for candid exchange, peer learning and long-term relationship-building.
  • Cross-sector: connecting prosecutors with academics, institutional actors, survivor-informed practitioners and strategic partners.

The Consortium brings experienced prosecutors together to:

  • Generate a collective practitioner voice
  • Strengthen prosecutorial practice through peer learning and exchange
  • Provide practical insight into implementation challenges
  • Contribute to systemic change and improved justice outcomes

Guidance for Police: Responding to and Investigating Cases of Human Trafficking

Law enforcement should identify and investigate the complex and evolving crime of human trafficking in a way that is responsive to the needs of both the victims and the prosecution.
